DEFINITION Organizes, directs, supervises, and coordinates the day-to-day functions of assigned recreation facilities and programs; recruits, trains and supervises assigned recreation program personnel; manages the scheduling, operations, and maintenance of recreational facilities; assists the Recreation Services Manager with a variety of tasks and responsibilities; performs other duties as required. DISTINGUISHING CHARACTERISTICS The Recreation Supervisor class has the overall responsibility for the functioning of assigned facilities and programs. Incumbents work with a great deal of independence and exercise considerable independent judgment in the management of facilities, programs, and personnel and have considerable public contact. This class is distinguished from the class of the Recreation Services Manager which has broader overall management responsibility for the Recreation Department's facilities, programs and activities. SUPERVISION RECEIVED/EXERCISED Direction is provided by the Recreation Services Manager. Supervisory responsibilities include direct and indirect supervision of full-time, part-time, contract employees, and volunteers. ESSENTIAL DUTIES Plans, organizes, coordinates, directs, and supervises the operations of assigned recreation programs and facilities; recruits, assists with the selection, assigns, and evaluates the work of personnel involved in the scheduling and delivery of recreation programs which may include senior programs, adult and youth sports, leisure programs, aquatic activities, youth and teen programs, excursions and special events; prepares or oversees the preparation of program and event announcements, press releases, posters, and publicity brochures; maintains records and prepares reports summarizing program activities, cost, and program effectiveness; provides information concerning program content and availability; assists with the planning and development of City recreation facilities; assesses community leisure and recreation program needs and makes program recommendations; supervises or conducts training and information sessions for employees; oversees the scheduling and operations of City recreation facilities which include, but may not be limited to, the Peter M. Callinan Sports & Fitness Center, Senior Center, Community Center, and community pools; ensures compliance with Federal, State, and local laws and ordinances applicable to public facilities; administers a variety of service contracts, rental and use agreements; handles complaints; acts as a laison and represents the Recreation Department in meetings with community groups and commissions regarding recreational needs and program activities; recommends fees and rental rates for programs and facilities; works with various non-profit groups and develops partnerships in the community for cooperative programs and events; assists with the preparation of the Recreation Department budget and control of the expenditures of allocated funds; applies for and oversees grants; oversees the general maintenance of facilities, related equipment, and department vehicles; oversees the purchasing of supplies and equipment necessary for program activities; responsible for security of facilities and addressing any liability concerns; supervises training and policy development to ensure safe work practices; performs a variety of administrative assistance functions for the Recreation Services Manager; may serve as a member of the Emergency Operations Center team; may be designated to act in the capacity of the Recreation Services Manager. QUALIFICATIONS Experience/EducationSufficient experience and education to successfully perform the duties of the Recreation Supervisor. A typical way of obtaining the required qualifications is to possess a Bachelor's Degree in Recreation Administration or a closely related field from an accredited college or university and two years paid, municipal experience in recreation program supervision and facilities management. Substantial work experience in the Recreation field of 10+ years may substitute for education requirements. A Supervisory Management Certificate from an accredited college or university is desirable. Knowledge/Skill/Ability Considerable knowledge of philosophy, principles, and techniques of comprehensive public recreation and physical fitness programs; exercise physiology & kinesiology; social and recreation needs of seniors, youth, adults and teens; techniques, methods and procedures for scheduling, managing, and maintaining recreation programs and facilities; laws, ordinances, regulations, policies and rules related to public facilities' usage and maintenance; principles of personnel recruitment, supervision and training; techniques related to the design, coordination and management of fundraising activities, marketing and publicity techniques for the promotion of activities and programs in assigned area; safety procedures and policies applicable to public facilities and recreation programs; principles of budgeting and expenditure control; contract negotiations and administration; techniques for evaluating the recreational and leisure service needs of the community; facilities, playground, water safety, and first aid; procedures and requirements for the proper reporting of elder and child abuse; mathematics; correct English usage, spelling, grammar and punctuation. Skill in communicating effectively both orally and in writing. Ability to evaluate, plan, organize, schedule, direct, coordinate, and supervise the delivery of recreational and physical fitness programs; provide guidance, supervision, training and motivation to staff and volunteers; oversee and manage multiple facilities, programs and activities; assess community sports, recreation, and leisure service needs and develop programs to meet those needs; apply for & oversee grants; assist with the preparation of budget requests and expenditure control; prepare clear, concise and effective publicity materials; conduct fundraising activities; make effective public speaking presentations; successfully negotiate service, lease, and usage agreements; oversee the maintenance of recreational facilities; ensure compliance of program participants with established operational policies; handle complaints; communicate tactfully and courteously with facility and program participants; provide training on program activities and safety procedures; keep accurate records and activity reports; hold effective meetings; learn and implement new technology as acquired by the City; establish and maintain cooperative working relationships. Working ConditionsPosition requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing written materials and using a computer keyboard. Additionally, the position requires near, far, and color vision in reading statistical data and using the computer, and hearing is required when providing service via the phone and communicating in person. The need to lift, drag, and push equipment and materials weighing up to and in excess of 25 pounds also is required. Some activities may involve working outdoors, working under very noisy conditions, actively participating in teaching sports skills, and requires dealing with patrons that become aggressive. Incumbents may be exposed to heavy dust, pollen, pesticides and chemicals used in parks and facilities maintenance. Incumbents may, while overseeing facilities' operations, be required to deal with patrons who become confused, ill, or aggressive. License/CertificatePossession of a Class C California driver's license by date of appointment. Possession of a First Aid and Cardiopulmonary Resuscitation (CPR) certificate issued by the American Red Cross or similar organization. |
