DEFINITION Plans, coordinates, oversees, and performs technical support, programming, training, installation, modification, purchase, and maintenance of the City's computer systems; performs other duties as required. DISTINGUISHING CHARACTERISTICS The Information Systems Manager is responsible for the full range of activities related to the City's computer systems including its hardware, software, and telecommunications components, programming, data recovery, error correction, and training. The incumbent is expected to work independently in the accomplishment of duties and keep current on technological changes. The Incumbent is on-call 24-hours a day for emergencies. SUPERVISION RECEIVED/EXERCISED General direction is provided by the Assistant City Manager. ESSENTIAL DUTIES Plans, coordinates, and administers the City's computer information systems; provides technical support regarding hardware, software, and telecommunication problems; installs, configures, administers computer systems; manages and coordinates contract activities with service providers; installs, configures, troubleshoots and repairs or arranges for repair of computer systems; plans, develops and administers data security, back up and recovery procedures; develops and recommends long range strategies to meet changing City information processing needs; develops and modifies software applications to address needs; consults with departments to develop equipment and software purchasing and budget requests; researches hardware and software innovations and remains current on changes that might benefit the City; conducts training programs for City staff on the use of computers; troubleshoots telecommunications system; operates computer to back up and recover data; provides technical advice and information to employees regarding information systems issues; provides 24-hour on-call response to data processing emergencies. QUALIFICATIONS Experience/Education Sufficient experience and education to successfully perform the duties of the Information Systems Manager A typical way of obtaining the required qualifications is to possess the equivalent of a Bachelor's degree in Computer Science, Information Systems Management or a related field and three years of increasingly responsible experience programming and providing technical support in a multi-platform computer environment. Knowledge/Skill/Ability Knowledge of principles of mainframe, mid-range and personnel computer operations; COBOL, VPLUS, IMAGE programming language; methods and techniques for the operation and maintenance of mainframe and personnel computer hardware; a variety of computer software applications used on personal computers, local area networks, and mid-range computers; procedures for troubleshooting a variety of computer related problems; basic principles of budgeting, purchasing, and expenditure control in a public agency; techniques and procedures for the installation and troubleshooting of new computer systems and related hardware; techniques for researching the availability of specific software applications to meet the needs of various departments; techniques for training employees in the use of computer hardware and software applications. Ability to install, program, and troubleshoot information processing hardware and software applications; make necessary cable connections and perform other necessary tasks in the installation and repair of computers and related equipment; research and analyze hardware and software application availability as assigned; prepare comprehensive and concise reports; develop and recommend long range City strategies to meet anticipated information processing demands; effectively conduct training programs; prepare budget recommendations related to City-wide information processing needs; establish and maintain cooperative working relationships. Working ConditionsPosition requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in the use of a computer key board. Additionally, the position requires near, far, and color vision in reading, working on computers and related equipment, and using the computer. Hearing is required when providing phone and face-to-face service to department personnel. The need to lift, drag, and push computers and related equipment and computer reports weighing up to and in excess of 25 pounds also is required. While working with computers and related equipment the incumbent may be exposed to electrical and mechanical hazards and heavy dust. Working in and around the computer room, loud background noise may exist. License/Certificate Possession of a Class C California driver's license by date of appointment. |
