DEFINITION Determines electrical project needs and requirements from design through obtaining materials and performing skilled electrical installation, maintenance, and repair work involving all city facilities, water and sewer pumping stations, buildings, parks, ballfields, street lighting, and traffic signal systems; performs other work as required. DISTINGUISHING CHARACTERISTICS The Electrician is a skilled position that is responsible for and requires specialized training in electrical design, installation, troubleshooting, maintenance, and repair work. SUPERVISION RECEIVED/EXERCISED Direction is received from a Maintenance Supervisor. This position may function as a lead worker to one or more maintenance workers on a project-by-project basis. ESSENTIAL DUTIES Installs and repairs electrical equipment; designs electrical control circuits and installs electrical wiring; draws electrical control diagrams; troubleshoots electrical and electronic equipment, including HVAC equipment; installs and maintains electrical instrumentation equipment; installs, troubleshoots, maintains, and repairs uninterruptible power supply (UPS) systems and emergency backup systems; troubleshoots and repairs lighting systems; installs computer cabling and telephone and modem wiring; marks and locates underground electrical utilities; identifies equipment and material needs for projects; maintains computer database of electrical parts, prepares purchase orders, and purchases parts and equipment; reads and interprets blueprints and schematics; performs electrical inspections and creates punch list for new city facilities; coordinates personnel project needs with Maintenance Supervisors. OTHER DUTIES Installs and maintains fire alarm equipment; installs computer hardware; troubleshoots and repairs security systems and video surveillance equipment; makes safety checks on generator operations; troubleshoots electrical problems on fire engines, vehicles, and other equipment; operates light, medium, and heavy trucks, and operates power driven equipment; may perform 24 hour standby. QUALIFICATIONS Experience/EducationSufficient experience and education in electrical maintenance to perform lead supervisory level electrical maintenance work. A typical way of obtaining the required qualifications is to possess the equivalent of completion of a qualified electrical apprenticeship program and two years of journey level electrical experience. Technical college certification in electricity and/or electronics is desirable. Knowledge/Skill/Ability Thorough knowledge of electrical principles, theory, and construction techniques; electronic theory and applications; National Electrical Code. Considerable knowledge of telemetry, telephone, intercom, power distribution, UPS, emergency backup, and electrical lighting systems. General knowledge of motor control design and installation; variable frequency drive motor controls; programmable logic controllers; single phase and three phase electrical theory and applications; proper electrical troubleshooting techniques; Cal/OSHA rules and regulation for electrical workers; Basic knowledge of training, recordkeeping, and computer operation. Skill in the use of a large variety of highly technical test instruments. Ability to design and construct complex electrical control assemblies, perform the maintenance and repair of 4 - 20 milliamp instrumentation; operate a variety of hand and power tools; read and interpret blueprints and electrical control diagrams; operate light, medium, and heavy trucks and power driven equipment work at unusual heights. Working Conditions Position requires sitting, prolonged standing, walking on level and slippery surfaces, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, making repetitive hand movement, and prolonged overhead reaching in the performance of daily duties. The position also requires both near and far vision when reading blueprints and schematics and when inspecting and overseeing the work of assistants. The need to lift, carry, and push tools, equipment, and supplies weighing up to 40 pounds is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may weld and fabricate panels and control systems, exposing the employee to fumes, dust, and air contaminants which may cause eye and skin irritation. The nature of the work also requires the incumbent to work on energized electrical equipment, climb on ladders up to 100 feet, use power and noise producing tools and equipment, drive motorized vehicles and heavy trucks, exposing the incumbent to electrical, mechanical, and traffic hazards. License/CertificatePossession of a class C California driver's license by date of appointment AND possession of a State of California, Department of Industrial Relations, Certificate of Completion of the Electrician Apprenticeship or the International Brotherhood of Electrical Workers Apprenticeship Certificate. |
