DEFINITION

Performs a wide variety of professional civil engineering work in planning, design, plan and construction review, contract initiation and management and other similar functions related to public and private development projects and subdivisions; prepares, reviews, and processes agreements, plans, specifications, and cost estimates related to construction projects; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

The Assistant Civil Engineer is a professional level engineering class, where incumbents perform assignments requiring independent judgment and some discretion. The incumbent must possess negotiating skills necessary to deal with public and private development proponents, citizens, and the affected local and State agencies in order to complete projects.

SUPERVISION RECEIVED/EXERCISED

Direction and supervision is received by the City Engineer. The position provides general supervision to the Engineering Technician and administrative oversight to contractors.

ESSENTIAL DUTIES

Participates in the review, development and implementation of private and public development projects, including financing; prepares and reviews engineering plans and specifications; negotiates project approval by City, County, State, and other agencies; prepares design and construction project bid proposals; elicits bids; reviews and oversees projects through final acceptance by agency; confers with and advises on problems related to the design and construction of projects, the interpretation and enforcement of construction specifications, and the design and operations of City's infrastructure systems; develops comprehensive recommendations for management use; reviews and recommends modifications to traffic control programs at City intersections; responds to difficult citizen inquiries and complaints; participates in the preparation and administration of the department's Capital Improvement Program budget; coordinates engineering activities with other City deparments and with outside agencies; supervises the plan checking and the work of the Engineering Technician; researches files, publications, and sources both inside and outside the department as necessary; prepares engineering studies and reports. Under supervision of the City Engineer, participates in the planning of private and public development projects; develops and awards final contracts; initiates and/or negotiates changes to the construction contract, including cost revisions; maintains responsibility for public project budget adherence, and negotiates revisions to project budgeting as needed.

QUALIFICATIONS

Experience/Education

Sufficient experience and education in civil engineering activities to assist in the coordination of private development projects and the City's Capital Improvement Program project operations in an effective and cost efficient manner. A typical way of obtaining the required qualifications is to possess the equivalent of a Bachelor's degree from an accredited college with a major course work in civil engineering or closely related field and three years of professional civil engineering experience involving the design and construction of civil works projects.

Knowledge/Skill/Ability

Knowledge of principles, practices, and methods of civil engineering as applied to the planning, analysis, design and construction of municipal public works projects; applicable laws, regulations, guidelines, standards, and codes related to the design and construction of structures and developments; methods, materials, and techniques used in the construction of public works, utilities, and building construction projects; engineering cost estimating; principles and practices of contract negotiations and administration; engineering mathermatics; computer applications related to civil engineering. Skill in negotiating with developers, contractors, and State and Federal agencies; prepare and administer construction and development agreements; analyzing engineering problems. Ability to make complex engineering computations, including estimating time and materials costs; prepare, check, design, and/or supervise the preparation of engineering designs, plans, and studies; make effective presentations to groups; interpret and explain complex engineering criteria to lay persons; communicate clearly and concisely, both orally and in writing; perform complex professional engineering work with a minimum of supervision; effectively resolve problems in the workplace, on the job site, and other citizen complaints.

Working Conditions

Position requires prolonged sitting, standing, reaching, twisting, turning, kneeling, bending, squatting, stooping, and lifting in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing and reviewing construction plans, statistical data, and using a computer key board. Additionally, the position requires near, far, and color vision in reading reports, reviewing plans and blueprints, and using the computer. When visiting construction sites, the incumbent may be required to walk on uneven and slippery surfaces, be exposed to all weather conditions, dust and pollen, and loud noises.

License/Certificate

Possession of a Class C California Driver's License by date of appointment. Engineer In Training Certificate from the State of California.
