Plan Review Requirements Print E-mail
The City of Rohnert Park Engineering Department administers the permit and oversees the construction inspection processes for all Grading & Site work improvements. This hand out is meant to aid an applicant in obtaining a permit for Site improvements. Please note that this submittal is in addition to the submittal requirements of the Building Department.

Commercial Projects Site Plans

  • Provide (4) four sets of a Site Plan prepared by a registered Professional Engineer. Plan sheet size shall be 24" x 36" maximum.
  • Provide (4) four sets of a Site Landscape and Irrigation plan prepared by a licensed architect. Plan sheet size shall be 24" x 36" maximum.
  • The Sonoma County Water Agency approval is required prior to Engineering Dept. signing off on issuance of a permit.
  • The following information shall be shown on the respective plan(s).
  1. Grading Plan to include Building Pad section with pad elevation.
  2. Drainage pattern(s), Top of curb elevations, Slopes and retaining walls
  3. Existing and/or new frontage improvements (curb, gutter, sidewalk, fire hydrants, street lights, catch basins, etc.)
  4. Sewer lateral, water service(s), Site lighting (foundation locations)
  5. Property line dimensions
  6. Building setback lines
  7. Dimensions from property line to structures
  8. Existing and/or new easements
  9. Reference topography datum
  10. North arrow with bar scale
  11. Reference applicable City of Rohnert Park construction standards
  12. City Engineers Approval Line, Planning & Community Development Director Approval Line (on Landscape Plans only)

Prior to acceptance of these improvements and issuance of a certificate of occupancy, the following shall be provided:

  • Grading certification by a registered Professional Engineer or Land Surveyor certifying all site improvements are constructed pursuant to the grades shown on the approved plans.
  • Soils compaction and other applicable test results. Building Pad shall be certified prior to a foundation permit being issued.

Residential Projects Site Plans (single family detached)

  • Provide (4) four sets of a Site Plan prepared by a registered Professional Engineer/Land Surveyor. Plan sheet size shall be 24" x 36" maximum.
  • The following information shall be shown on the respective plan(s).
  1. Pad elevation (certification of the pad elevation and soils compaction test results for the pad construction, is required.)
  2. Drainage pattern(s)
  3. Top of curb elevations
  4. Slopes and retaining walls
  5. Existing and/or new frontage improvements (curb, gutter, sidewalk, fire hydrants, street lights, catch basins, etc.)
  6. Sewer lateral, water service(s)
  7. Property line dimensions
  8. Building setback lines
  9. Dimensions from property line to structures
  10. Existing and/or new easements
  11. Reference topography datum
  12. North arrow with bar scale
  13. Reference applicable City of Rohnert Park construction standards

  • Soils compaction and other applicable test results may be required.

Residential Site Improvements Permits
Final Inspection Checklist

The following items must be completed prior to calling for a final grading inspection:

  • Water meter installed
  • Sewer cleanout to grade
  • Grading adjacent to sidewalk, driveway and walk to house to within 3" of concrete surface
  • Gutter/Downspout collection system complete including outlets exposed or downspouts and splash blocks in place
  • Perimeter/Foundation drainage system complete including outlets exposed
  • Grading certification letter by a licensed Land Surveyor or Civil Engineer. During rainy season, the builder may submit a letter signed by the builder and home buyer(s) stating that final grading will be completed as soon as conditions allow and that no patios, walkways, or fences will be constructed until final grading is complete and passed by the City
  • Garage stoops in place
  • All debris removed from house lot, street, and gutter

Digital Submission Standards for Computer Aided Drafting Files

As part of the City of Rohnert Park's commitment to convert all mapping to a digital format we now require that all final or parcel maps and commercial/industrial site improvement permits provide a digital map consisting of the following data prior to recordation/approval. If the developer/applicant is unable to provide the data the City will provide conversion services at a cost of $10 per lot.

The Data required is as follows:

  • All property lines.
  • All face-of-curb lines. (In the case of rolled curbs, back of curb data will be accepted.)
  • All street centerlines (public and/or private)
  • All new water infrastructure, (public and/or private) which will include: water mains, valves, air relief's, detector checks, hydrants, reducers, blow-offs, and meters.
  • All new sewer infrastructure (public and/or private) which will include: sewer mains, manholes, clean-outs, and lift or pump stations.
  • All new storm drain infrastructure (public and/or private) which will include: storm drain mains, inlets, catch basins, and manholes.
  • Street lights (public and/or private) which will include: poles, pole numbers, and conduits.
  • All new set street numbers.

This information must be separated into distinct layers using common names (example: water main, manhole, etc.) or a key must be provided showing which layer goes with which data as listed above.

The digital information must be submitted either in "DXF" or "DWG" file format on 31/2" floppy diskette(s). Compressed files will be accepted in "ZIP(tm)" Compression ONLY. Format platform will be DOS or WINDOWS 95.

In addition to the diskette, a hard copy plot must be provided at 1" = 100' 0" scale. The project engineer shall sign the plot as being an accurate representation of the data provided on the diskette(s). The City will review the digital data to verify that the plot is an accurate representation of the digital data and notify the project engineer of its acceptance prior to recordation.

Please be aware that the City will be using this data for the sole purpose of streamlining its basemapping. Any use of the above data on any map or document will carry the following disclaimer: "CADASTRAL MAP" This map was compiled and digitized via electronic means utilizing many source documents. It is not the intent of the features shown on the map to replicate precise physical reality but to serve as a model representing physical, legal, and geometric features.
