Building Permit Fees Print E-mail
The City of Rohnert Park Building Department has adopted the 2001 California Building Code (CBC) that includes the 1997 edition of the Uniform Building Code (UBC), the 2000 editions of the Uniform Mechanical and Plumbing Codes (UMC and UPC), and the 1999 edition of National Electrical Code (NEC).

Because there are different kinds of permits issued by the Building Department, i.e. building, electrical, mechanical, plumbing and pool, hot tub or spa permits, there are different fee schedules for each permit category. The following information will provide basic fee information for each of the permit categories.


Building permit fees are unique because they are based on the valuation of the project. Valuation is the fair market value of labor & materials of the complete project, including finish materials, fixtures and permanent appliances (not on wheels).


Often times home owners who are providing the labor for their project, be it a simple repair, remodel or addition, feel that they should not be paying fees which are based on the labor that they are providing. However, for the sake of uniformity and fairness to all applicants, the Department makes no exceptions from the fair market value of labor & materials policy.

The following Valuation Schedule provides a limited range of permit fees. SMIP (Strong Motion Instrumentation Program) fees are state-mandated fees which only apply to new construction or where load-bearing members are being replaced/altered. Plan Check fees (65% of the permit fee) apply when plans are required for the issuance of a building permit.

A Technology Fee is charged for Building permits. This fee is 7.5% of the building permit fee with a minimum of $7.50.


A fee for archiving of Plans, Permits, and Applications may be included for new construction projects, additions, and some alterations. This fee varies depending on the size of the plan sheets submitted. Example: $1.55 per each 24" X 36" sheet, $1.95 per larger sheet, $1.00 per smaller sheet, and $0.07 per 8½" by 11" sheet.


For new construction projects the Building Department will also collect the General Plan Maintenance Fee of .5% of construction valuation on new non-residential and the Planning Department Review of Building Plan Application Fee of $25 for new residential and $100 for new non-residential.


Energy Plan Review Fee is 10% of building permit fee for residential and 15% of building permit fee for non-residential.


Plan Review Expedite Fees is 1.15% of City existing plan check fee plus plan check consultant's fee.


Credit Card fee is $6.00 per credit card transaction.


The permit fee for remediation of unauthorized work or work done without building permits is double the building permit fee on the date the replacement permit application.


Additionally, building permits for new projects and for tenant improvement in building will include:

1.) Fire Services Plan Review Fee at 35% of the Building Department Plan Check Fee or $50.00 whichever is greater,

2.) Fire Services Inspection Fee for Fire Code/Life Safety Compliance at 35% of the Building Department permit fee or $75.00 whichever is greater.


For simple building permits that are non- structural the associated fee can be determined by reviewing the schedule below. For building permits that involve a plan review and may also be subject to the SMIP fee, review the second schedule below.

Building & Plan Review Fee

Use the valuation table in the Building Permit section to determine the Building Permit fee, plus 65% for the Plan Check fee.

Another method to determine pool Building Permit fees is to use the examples show in the schedule below the Valuation Table. For example a $25,000 pool Building Permit would be Building Permit fee = $391.25, Plan Check fee = $254.31(SMIP fees do not apply to swimming pools).

When costing out an in-ground swimming pool permit fees, be sure to add the Electrical, Mechanical, & Plumbing fees. Thus fees for a $25,000 pool permit fees would be:

Building & Plan Review Fee

Building & Plan Review fees apply only when a hot tub or spa is constructed on-site do. Electrical & Plumbing permits are required as well.

Factory built hot tubs or spas, containing all necessary equipment to function, do not require permits, except for any electrical or plumbing work required to bring service to the manufactured unit.

If a permit is issued for both electrical and plumbing the fees change to $70 for the electrical plus $9.80 per plumbing fixture/vent. Thus a hot tub or spa with one plumbing fixture/vent would cost $79.80.

              (Minimum of 5 ft. from all property lines.)
