The following information provides a detailed description of permit
application requirements for various kinds of construction projects. Design
professionals or applicants wishing to have further clarifications on the
submittal requirements are urged to call the Building Department at
707-588-2239 prior to submitting their application.
RESIDENTIAL
REMODELS, ADDITIONS and ALTERATIONS
PLAN CHECK SUBMITTAL
RESIDENTIAL ADDITIONS/ALTERATIONS
Design Criteria
- Seismic Zone 4
- Basic wind speed 80 mph
- Exposure B or C
- Maximum rain intensity (1-½" per hour)
- 1996 edition of the NEC and 1997 editions of the UBC, UPC, UMC and
UFC along with the1998 California Code of Regulations, and City of Rohnert Park Building Code Ordinance 652.
- California Code of Regulations Title 24 Accessibility Regulations
- Soils report per UBC Section 18051
- July 1999 CEC Energy Efficiency Standards, Climate Zone 2
- Residential Fire Sprinklers per NFPA2
Drawing Criteria
Preferably, drawings shall be limited in size to 24 by 36 inches maximum. Plans must be clear and legible; illegible plans will not be accepted. Preferred scale; ¼ inch per foot for structural and architectural; 1 inch = 20 feet for site plans.
Plans must be wet signed by preparer on each page (unless
prepared by owner.) Architects/engineers must affix their seal and wet
sign every page of drawings they are responsible for (cover sheet of
supporting documents/calculations to be wet signed.)

Multiple information can be combined on plans for
simple buildings if clarity is maintained. This is not a complete list
of all required submittals, and additional information may be required
to facilitate plan review. Other City departments and/or public
agencies may have to review and approve plans before permits can be
issued.

1. Soils reports are not required for residential additions less than 500 sq. ft. additional footprint area.
2. Residential Additions that add more than 25% of the original floor
area of the building, including all floor levels and garage, must
retrofit the entire house with a fire sprinkler system. Contact Fire
Services for more details.
3 Foundation Policy for Additions (500 sq. ft. or less)
a) |
Use of foundation system for a residential addition
is to be the same as that as the original structure. This assumes a
pier and grade-beam system exists in the original structure. |
b) |
Owner/contractor to provide evidence of pier and
grade-beam foundation details. This may be done by referring to City
records (if available) or by copies of original plans. |
c) |
If details of existing pier and grade-beam system
cannot be verified, a section of the foundation must be exposed to
confirm the foundation is a pier and grade-beam system. An inspection
will have to be made by the Building Dept. to verify the findings. An
additional inspection fee must be paid by the applicant prior to any
inspection by the Building Dept. The new pier and grade-beam foundation
must consist of a min. 12" diameter pier, 5' o.c. (4' o.c. for
two-story), 7' deep with two #4 rebar extending into the grade-beam.
The grade beam must be 6" x 16" with one #4 top and bottom. |
d) |
Residential additions of any size to an existing
building that do not have a pier and grade-beam system must be designed
by a registered engineer or licensed architect. |

- The scope of work involved with tenant improvements varies
greatly. In some situations, many of the drawings and much of the
detailing outlined above may not be necessary. Please feel free to
