The City’s Mobile Home Ordinance is codified in Chapter 9.70 of City of Rohnert Park Municipal Code. The purpose of the Mobile Home Ordinance is to alleviate the hardship of unreasonable rent increases while still assuring owners’ right to a fair return. The Ordinance provides for the creation of the Rent Appeals Board (“Board”) to administer the Ordinance. The Ordinance requires the Board to adopt Rules and Regulations (“Rules”) to govern the Board’s processes and activities.

The Board adopted amendments to the Rules on November 7, 2019.  You can access the adopted amended Rules HERE.
The objectives of the 2019 amendments to the Rules included the following:

  1. Streamline and reduce the expense of processing Capital Improvement Pass-Through petitions, through which Landlords are authorized to recover the costs of certain capital improvement projects;
  2. Ensure that the Board can recover the costs associated with processing Landlord petitions;
  3. Increase the deposit for Resident petitions;
  4. Reduce paperwork and mailing requirements;
  5. Ensure due process;
  6. Reorganize the Rules for clarity and ease of use;
  7. Eliminate duplicate provisions; and
  8. Eliminate old provisions that are no longer applicable.
