The City utilizes consultant, professional, design and engineering services on many of its projects. The CIP document provides a list of CIP projects for which such services may potentially be solicited through a Request for Proposals (RFP) or Request for Qualifications (RFQ).

WET WELL LINING PUMP STATION 2, PROJECT NO. 2017-09

The City is requesting proposals to prepare 100% bid documents (Plans, Specifications, and Construction Cost Estimate - PS&E) for Wet Well Lining Station 2, Project No. 2017-09. This project will design to retrofit and line the wet well and grinder pit at the City's wastewater collections Pump Station 2, located at 201 J Rogers Lane. The project location is shown in Attachment A.

STORMWATER MS4 PERMIT AND TRASH AMENDMENT COMPLIANCE 

The City is requesting proposals for professional consultant services for the updated MS4 Permit Implementation. The updated MS4 Permit is expected in 2025. This will include trash amendment compliance, adapting to new permit requirements, and assisting with program enhancement and building capacity.

BUILDING CONDITION ASSESSMENT IMPLEMENTATION, PROJECT NO. 2023-10

The City is requesting proposals to prepare 100% bid documents (Plans, Specifications, and Construction Cost Estimate - PS&E) for Building Condition Assessment Implementation, Project No. 2023-10. This project will include design for various retrofits at eight City-owned facilities and buildings. The project sites are located throughout the City as shown in Attachment A of the RFP linked below.

23-24 PREVENTATIVE MAINTENANCE PROJECT, PROJECT NO. 2023-01

The 23-24 Preventative Maintenance Project, Project No. 2023-01. Throughout various streets within the City, Improvements include but are not limited to: pavement rehabilitation, additional landscape including newly constructed medians, new sidewalk, sound wall repair, and reconfiguration of travel lanes. The design engineer of the plans is Coastland General Engineering. See documents below for RFP, and attachments A-C to include Plans & Specs, Evaluation Scoring Matrix, and Consultant Services Agreement. 

The City is requesting proposals for the following consultant services:

  • Construction management and inspection services
  • Material testing services
  • Review of all temporary traffic control plans. 

The Engineer’s estimate for project construction is $2.2 Million. The City would like all submitting consultants to include 60 calendar days within the proposal for Construction Management and Inspection Services. 
The City’s intent is to award the construction management and inspection consultant contract prior to or concurrent with the construction contract being awarded to the construction Contractor. The construction contract is scheduled to be publicly bid on March 15, 2024, and be awarded to start construction in May 2024.

SOUTHWEST BOULEVARD COMPLETE STREETS, PROJECT NO. 2020-23, CALTRANS PROJECT NO. CRASL-5379(026)

The Southwest Boulevard Complete Streets, Project No. 2020-23, Caltrans Project No. CRASL-5379(026) is located along Southwest Boulevard approximately from Commerce Boulevard to Adrian Drive. Improvements include but are not limited to: pavement rehabilitation, additional landscape including newly constructed medians, new sidewalk, sound wall repair, and reconfiguration of travel lanes. The design engineer of the plans is BKF, Inc. See documents below for RFP, which includes Final Project Plans, Specifications, and Estimate (PS&E). 

The City is requesting proposals for the following consultant services:

  • Construction management 
  • Inspection services 


The Engineer’s estimate for project construction is $3 Million, partially funded by the Regional Improvement Program, State-only funding of $2,285,000.00 administered by Caltrans Local Assistance and governed by Caltrans Local Assistance Program Guide (LAPG) and Caltrans Local Assistance Procedures Manual (LAPM) as it applies.  The City would like all submitting consultants to include 185 calendar days within the proposal for Construction Management and Inspection Services. 
The City’s intent is to award the construction management and inspection consultant contract prior to or concurrent with the construction contract being awarded to the construction Contractor. The bid opening for construction of the project is March 20, 2024, and is anticipated to award both the construction contract and the consultant services agreement at the April 23, 2024 council meeting.
