A central downtown has been a vision of the community for years. The City purchased the site in 2022 to control its development path, and that is where you - the developer - can come in.
The ideal development team will have the resources and experience to design, construct, finance, operate, and maintain the project in partnership with the City, as well as to create a unique experience for the city's residents and the broader Sonoma County and Bay Area region.
The Request for Qualifications is now live. If you are interested in building the Downtown, you can review the RFQ (PDF). Qualified developers can RSVP to the November 30 onsite meeting online.
The Vision
A walkable, mixed-use district with 300 to 500 residential units; food, beverage, and art destinations; a signature upscale 120-room hotel; 65,000 to 160,000 square feet of retail; and a rich and interesting public realm consisting of walkable streets and a central community square.
The City has developed a conceptual layout (PNG) for the site, illustrating arrangements of land uses that are consistent with the Downtown Form Based Code. This conceptual site map is not intended to limit the creativity of development teams, but instead illustrates one potential vision of Downtown Rohnert Park.

The following ALTA survey was completed on August 21, 2017.
On April 14, 2023, the California Department of Housing and Community Development (HCD) found that the property located at 6400 State Farm Drive (APN 143-051-072-000) qualifies as "exempt surplus land" under Government Code section 54221, subdivision (f)(1)(F)(ii).

The Downtown District Amenity Zone Form-Based Code Overlay (DDAZ FBC Overlay) is established to implement the 2015 Central Rohnert Park Priority Development Area (PDA) Plan's vision to create an attractive and vibrant mixed-use downtown for the heart of Rohnert Park. It provides regulations that govern the form, use, and character of private development, as well as public realm elements, including thoroughfares and civic spaces.

Background: Downtown Design Charrette Results
Over four days in Fall 2017, stakeholders, property owners, the community, and officials came together to refine the PDA's version for downtown Rohnert Park and lay the groundwork for the Form-Based Code. The centerpiece of the charrette was a large 3-D printed model which allowed the consultants and the community to try out new ideas for the configuration of the downtown area.

The Housing Element of the General Plan is a detailed statement of the housing goals, policies, programs, and quantified objectives for the City. The Element is based on a comprehensive technical assessment of existing housing policies and programs; current and projected housing needs, especially related to low-income households and special needs populations; an analysis of market, environmental, governmental, and other factors which constrain housing production; an assessment of fair housing; an inventory of sites available for housing development; and programs and policies that can enhance housing production and access to housing.
Rohnert Park Adopted Housing Element:
On August 4, 2023, the City of Rohnert Park earned the State Prohousing Designation. This special distinction is awarded to jurisdictions who have enacted prohousing local policies that go beyond state law. Being a "prohousing jurisdiction" provides the city with a competitive advantage on some large state affordable housing and infrastructure grant programs. Rohnert Park is now one of 30 jurisdictions throughout California that have achieved the State's prohousing designation status.

The PDA Plan establishes a vision for a vibrant mixed-use area near the new Sonoma-Marin Area Rail Transit (SMART) commuter rail station. It includes strategies to support a walkable downtown destination and transportation hub with access to a variety of jobs, housing, shopping, services, and transportation options.
Central Rohnert Park Priority Development Area Plan - Final (PDF)
In accordance with Section 15088 of the State California Environmental Quality Act (CEQA) Guidelines, the City of Rohnert Park, as the lead agency, has reviewed the comments received on the Draft Environmental Impact Report (Draft EIR) for the Central Rohnert Park PDA Plan and has prepared written responses to the comments received.
The City asked for input from federal, State, and local agencies, organizations, and members of the public regarding the issues that should be evaluated in the EIR. Specifically, the City issued a Notice of Preparation (NOP) of the EIR on October 28, 2015, and conducted a scoping meeting on November 18, 2015. The Draft EIR (State Clearinghouse Number 2015102081) was received on December 18th, 2015 by the State Clearinghouse, and circulated to the public for review and comment.
The City conducted a 45-day public review period for the Draft EIR that concluded on February 1, 2016. The City has now prepared this Final EIR document, which includes: The Draft EIR, with minor revisions detailed in Chapter 3 of this Final EIR Public comments received on the Draft EIR Responses to written comments. This study was for a previous project on the site and is being provided to show how a project of this approximate magnitude would impact the surrounding intersections.
This environmental impact report (EIR) has been prepared by the City of Rohnert Park (City) as lead agency to evaluate the potential environmental effects of the proposed Central Rohnert Park Priority Development Area (PDA) Plan (proposed plan). This document has been prepared in accordance with the California Environmental Quality Act (CEQA) (Public Resources Code [PRC], Section 21000 et seq.) and the State CEQA Guidelines (California Code of Regulations, Section 15000 et seq.).
Central Rohnert Park Priority Development Area Plan Draft Environmental Impact Report (PDF)
Partner Engineering and Science, Inc. (Partner) is pleased to provide the results of the Phase I Environmental Site Assessment (Phase I ESA) report of the abovementioned address (the "subject property"). This assessment was performed in general conformance with the scope and limitations as detailed in the ASTM Practice E1527-13 Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process. This assessment included a site reconnaissance as well as research and interviews with representatives of the public, property ownership, site manager, and regulatory agencies. An assessment was made, conclusions stated, and recommendations outlined.
This Mitigation Monitoring and Reporting Program (MMRP) has been prepared to provide for the monitoring of mitigation measures required for the Central Rohnert Park Priority Development Area (PDA) Plan, as set forth in the Final Environmental Impact Report (FEIR).

Infrastructure Plans
Miller Pacific Engineering Group was retained by Laulima Rohnert Station, LLC to perform a geotechnical investigation for the planned Station Avenue mixed-use development located at 6400 State Farm Drive in Rohnert Park, California.
